As part of the Texas Water Design Center for Garver, this CIVIL DESIGN GROUP LEADER will be responsible for developing civil engineering designs in support of various projects for Garver s Texas Water Design Center. Diversity in high-volume, custom treatment plant projects will allow this engineer the opportunity to be hands-on with design, directly involved with clients, provide mentorship to team members and actively participate in marketing initiatives.

Day-to-day responsibilities include civil engineering support as required for a variety of water and wastewater projects, but the majority of the expected assignments will be related to developing civil engineering designs for new water and wastewater treatments plants or improvements to existing water and wastewater treatment facilities.

This will consist of developing detailed civil designs for a wide variety of projects, including water and wastewater treatment facilities, pump stations, lift stations, tanks, vaults, and other ancillary structures associated with water and sewer infrastructure projects. Typical designs will include site plans, yard piping plans and profiles, electrical duct bank plans and profiles, grading plans, drainage plans, stormwater management plans, and other supporting designs associated with civil work. The civil group will be responsible for the civil design calculations, coordination with other support discipline activities, coordination with regional offices and regulating agencies, construction cost estimating, and quality assurance and control.

In addition, the Project Manager will be responsible for:

* Recruiting top talent for the civil team

* Developing scope, level of effort, and fees for the team

* Managing, mentoring and professional development for civil team members

* Coordination of geotech services

* Coordination of survey services

* Planning, managing and executing civil engineering workload

* Developing detailed plans and specifications

* Coordinating schedules

* Monitoring budgets

* Quality program compliance, including ensuring delivery of quality work products that adhere to Garver standardization.

* Civil standards and tools development, procurement, and training

Qualified candidates must have the following capabilities and the ability to perform the following routine functions:

* Be technically competent with water or wastewater engineering and civil engineering

* Manage scope, budget, and schedule while working with a multi-disciplined (civil, process, structural, mechanical, electrical, and I&C) team of project engineers, design engineers, and BIM Technicians in the development of various Water Business Line projects.

* Manage multiple projects concurrently.

* Manage project budgets including the development of detailed project management plans, scope of work, level of effort, and associated man-hour estimates.

* Be responsible for time management and work product quality.

* Keep accurate and up-to-date project accounting on all assigned projects.

* Conduct written and oral project reporting for clients and project managers. Reporting will include project design status, upcoming milestones, project accounting, percent completes, progress reports, etc.

* Prepare and execute Quality Assurance and Quality Control Plans.

* Lead internal and external project workshops.

* Be responsible for continuing education and learning based on project needs, as well as overall needs of the team.

* Office services associated with Services During Construction

* Effectively delegate project-specific activities and supervise work of other project team members.

* Mentor, equip, train, develop, and engage junior team members to become effective water professionals and undertake increasingly more complex assignments and responsibilities as they grow.

Some travel may be required, as projects may require field work for site assessment of project locations and support during construction. Due to the collaborative nature of coordination for large infrastructure projects, candidates must have the ability to seek out and resolve issues through close interaction with other project team members. In addition, the candidate shall be able to maintain a positive team attitude and interpersonal effectiveness to recruit, develop and maintain an efficient and productive civil team.


* Must hold a Bachelor s degree in civil engineering from an ABET accredited program

* Must have 6 or more years of similar technical experience

* Must be registered as a Professional Engineer (PE)

* Ability to obtain PE registration in Texas and other states of practice

* Previous experience having been in responsible charge of designs, including detailed plans and specifications, for wastewater collection, water distribution improvement projects, and treatment plant projects

* Must have a strong knowledge base of engineering principals including site development, treatment, collection and distribution

* Must have a basic understanding of the multi-disciplined practices (i.e. process, surveying, geotechnical, civil, mechanical, electrical, instrumentation & control) required for the implementation of water/wastewater infrastructure improvements

* Must have strong communication skills (verbal and written)

* Experience using Bluebeam and MS Office products, including Word, Excel, Power Point, Project and Outlook

* Experience using Autodesk software for detailed design, including AutoCAD and Civil 3D

* Strong teaching and coaching skills to bring new team members up to speed


* A Master s Degree in civil or environmental engineering

* NCEES Registration

* Certified Floodplain Manager

* Storm water design experience including HEC-RAS/HMS

* Experience with water modeling software
