Apply for the opportunity to join our team dedicated to preserving and protecting Texas waters. 1.0 Job Summary The IT Operations Manager supports the IT Director and department by overseeing and coordinating daily operational functions within assigned areas of the IT department. The position provides operational management, technical, and administrative support to ensure that departmental processes, resources, and budgetary activities are effectively executed and aligned with established goals and standards. In this capacity, the IT Operations Manager assists the IT Director in maintaining organizational accountability by ensuring consistent execution of procedures, monitoring performance, and supporting compliance within assigned functional areas. Reports to the IT Director. 2.0 Typical Duties and Responsibilities 2.1 Manages assigned staff by prioritizing and assigning work; participating or conducting performance evaluations; ensuring training and development; enforcing organizational policies and procedures; maintaining a safe and effective work environment; and participating in hiring, discipline, and termination processes as appropriate. 2.2 Supports the development and execution of departmental strategies, goals, and objectives by managing IT operations and contributing to planning and implementation efforts within assigned projects, services, security, or functional areas. 2.3 Coordinates, participates, and oversees IT operational activities related to assigned programs, services, or initiatives, including process improvement, project execution, IT compliance monitoring, and infrastructure evaluation. 2.4 Contributes to budget development and resource planning by making recommendations, monitoring expenditures, and supporting procurement, financial tracking, HCM, and vendor management activities within assigned scope. 2.5 Builds and maintains collaborative relationships with internal departments, external partners, vendors, and service providers; responds to service inquiries and escalations through various communication channels; represents GCA in meetings, committees, and professional associations. 2.6 Prepares, reviews, and analyzes documentation, KPIs, and reports, including project proposals, technical recommendations, contracts, budget, service metrics, and compliance reports; provides input to leadership and assists in decision-making processes related to IT service delivery. 2.7 Collaborate and coordinate with IT leadership to ensure system reliability, disaster recovery readiness, and adherence to organizational change management standards. 2.8 Collaborates with the business application support staff to ensure the stability, performance, and continual improvement of enterprise systems, including facility management platforms, billing systems, compliance tools, custom integrations, and Workday ERP functional areas. Coordinates operational support, assists with upgrade planning, monitors system performance, and ensures documentation, access controls, and data integrity are maintained across all application environments. 2.9 Manage and coordinate installation, configuration, and maintenance of Windows server environments (physical and virtual-Hyper-V). 2.10 Manage on-premise and Azure active directory, group policy, Microsoft 365, and related identity management processes. 2.11 Oversee enterprise backup, recovery, and disaster-recovery readiness and exercise programs. 2.12 Plan and execute server lifecycle management, including upgrades, migrations, and end-of-life transitions. 2.13 Coordinate OS and application patching, endpoint hardening, and compliance activities with Cybersecurity. 2.14 Manage PKI, certificates, and certificate services (TLS/SSL, internal CAs) for servers and enterprise applications. 2.15 Perform capacity and utilization analysis for storage and computer resources. 2.16 Maintain proactive system monitoring, performance tuning, and alerting frameworks. 2.17 Support infrastructure services such as file/print, IIS and SQL hosting at the server layer. 2.18 Oversee provisioning and deprovisioning of user accounts, group membership, and application access per onboarding/offboarding policies. 2.19 Manage Mobile Device Management (MDM) via Microsoft Intune for endpoint compliance. 2.20 Maintain system documentation, architecture diagrams, and asset inventories. 2.21 Support organizational change management. 2.22 Build relationships with peers, supervisors, and management necessary to be a team player. 2.23 Perform other duties of a similar nature or level as assigned. 3.0 Knowledge, Skills, and Abilities 3.1 Demonstrate management principles and practice, leadership principles, strategic planning principles, budgeting principles. 3.2 Knowledge of project management principles including presentation and influencing skills at all levels. 3.3 Government administration principles and practices. 3.4 Applicable Federal, State, and City laws and regulations. 3.5 Providing leadership to subordinate staff including delegation and work prioritization. 3.6 Planning, coordinating, and implementing programs, projects, events, and activities. 3.7 Analyzing processes and making recommendations for improvement from observation. 3.8 Interpreting and applying applicable laws, rules, and regulations. 3.9 Interpreting analytical reports, summaries, and other related statements. 3.10 Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public, and others sufficient to exchange or convey information. 3.11 Applying NIST CSF principles for hardening and recovery. 4.0 Environmental conditions 4.1 On-site position requiring presence at GCA’s Central Office and travel to remote locations, as required. 4.2 Work is performed primarily indoors in offices, lab and industrial environments. 4.3 May require travel between facilities and extended overnight stays at remote sites. 4.4 May require work in non-office environment during startup or disaster recovery operations. 4.5 Travel and attend conferences or other approved events, as required. 5.0 Education, certification, and experience 5.1 Bachelor’s Degree and five (5) years of progressively responsible experience related to area of assignment, including prior manager, lead, or supervisory experience; or an equivalent combination of certifications education and experience sufficient to successfully perform the essential duties of the job. 5.2 Preferred certifications Microsoft: Azure Administrator Associate, Windows Server Hybrid, Administrator Associate; CompTIA -Server; ITIL -Foundations. 5.3 Use of computer and communication systems and good business practices are essential. 5.4 Demonstrated project management capabilities to ensure complex and technical projects are assessed, planned, scheduled, implemented and progress on schedule within budgetary and timeframe constraints. 5.5 Possess and maintain a valid Class “C” driver’s license and meet vehicle insurance carrier requirements for insurability. 6.0 Physical requirements 6.1 Position requires sitting, climbing, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing and repetitive motions. 6.2 Ability to sit for extended periods while performing various job junctions such as operation of PC, reading and writing and preparing support documentation. 6.3 Ability to stand, walk, kneel, crouch/stoop, squat and twist upper body while performing tasks. 6.4 Ability to grasp with hands and manipulate equipment such as computer keyboard, mouse, calculator, and other equipment in field, industrial, processing and controls, networks, utility and field construction locations. 6.5 Capable of safely handling heavy, bulky items weighing up to forty (40) pounds routinely. 6.6 Follow all safety policies, practices and procedures and ability to wear P.P.E as required. 6.7 Work effectively performing duties under tight schedules and deadlines. 6.8 Ability to work non-standard workdays and extended hours as necessary. 6.9 Ability to safely operate a motor vehicle. 7.0 Summary The above statements are intended to describe the general nature and level of work being performed by the person assigned to this job.
