Description WHO WE'RE LOOKING FOR Are you passionate about
developing leaders and building programs that shape the future of
an organization? The Specialist, Leadership Development is
responsible for designing, developing, and delivering manager and
leadership development training courses and programs that build
leadership capability and support the agency’s talent strategy.
This role leads the end-to-end management of strategic leadership
programs including mentorship, coaching, and high-potential
development. The Specialist partners closely with Talent
Development, HR Business Partners (HRBPs), and business leaders to
deliver impactful, scalable leadership development experiences and
facilitate learning for leaders and key talent. Responsibilities
WHAT YOU'LL BE DOING Note: The duties and primary responsibilities
below are intended to describe the general content of and

statement of duties. Leadership Development Strategy & Culture
Design, develop, and deliver manager and leadership development
programs that drive measurable improvements in leadership
performance and engagement, in collaboration across the People and
Culture function. Help build an inspiring, authentic, and
continuously evolving leadership culture focused on the skills and
capabilities needed to support organizational growth and
transformation. Build and maintain leadership development
frameworks, competency models, and curricula aligned with agency
values, strategic priorities, and future capability needs.
Translate leadership competencies into practical learning
experiences, tools, and development pathways. Program Design,
Delivery & Continuous Improvement Lead the design, execution, and
continuous improvement of strategic leadership programs, including
mentorship, coaching, leadership exchange programs, and
high-potential development initiatives. Manage program timelines,
milestones, participant selection processes, and program
communications. Partner with Talent Development, HR Business
Partners, and other stakeholders to proactively identify leadership
development needs using stakeholder feedback, talent assessments,
and workforce data to design targeted programs and resources.
Learning Enablement & Leader Support Enable leaders to engage and
develop their teams by leveraging systems (e.g., Oracle) and
providing guidance, resources, and self-service development tools.
Facilitate interactive workshops and learning experiences for
people leaders and key talent identified through succession
planning. Facilitation Excellence & Learning Environment Create a
psychologically safe, inclusive, and engaging learning environment
through inclusive design and facilitation practices that encourages
reflection, discussion, and practical skill application. Adapt
facilitation approaches to effectively support in-person, virtual,
and hybrid learning audiences. Compliance, Certification & Training
Administration Maintain all required qualifications and
certifications to deliver training in compliance with state and
federal requirements and oversee the efficient management of
training records and enrollment processes. Support Capital
Metropolitan Transportation Authority’s Safety Management Systems
(SMS) process by ensuring staff follows safety and security
policies, considers safety in every action, and ensures safety and
security concerns are reported. Performs other related duties as
assigned. Qualifications Education and Experience: Bachelor’s
degree in education, instructional design, organizational
development, human resources or a related field, or an equivalent
combination of work experience, training, and education in lieu of
a degree. Six (6) years of relevant experience, preferably in
training & leadership development or a related field. Demonstrated
experience designing and delivering leadership or manager
development programs. Experience facilitating workshops for leaders
and high-potential or key talent populations. Knowledge of
leadership competency models, succession planning, and talent
development practices. Knowledge, Skills, and Abilities: Advanced
facilitation and presentation skills for leadership audiences.
Ability to influence others, including peers, partners, and
leaders, to identify and deliver effective learning solutions.
Exceptional interpersonal skills: ability to build strong
partnerships and relationships to service training needs of
organization. Ability to facilitate meaningful learning experiences
for leaders at multiple levels. Ability to perform as an effective
team player and assume role of team leader as needed. Demonstrated
effectiveness in communication skills, including writing, speaking,
negotiation and presentation/platform skills. Demonstrated
effectiveness in writing, presentation, meeting and facilitation
skills, interpersonal communication, time management, conflict
resolution and investigation skills. Proficient in using business
and communications software including Microsoft Office 365 (Word,
Excel, PowerPoint, Outlook, Teams, SharePoint, Oracle, and other
modules as needed. Ability to be adaptable and flexible. Ability
and willingness to deliver training during non-traditional hours as
needed. Work Environment and Physical Demands: Work is performed in
an office environment in which there is only minimal exposure to
unpleasant and/or hazardous working conditions. This position works
with multiple project timelines and is responsible for managing
employees performing work of a complex nature. Incumbent must be
able to stand and sit frequently throughout an eight-hour period,
reach vertically for overhead use and horizontally. Must be able to
use a telephone or headset equipment. Incumbents must be able to
lift and move material weighing up to 20 lbs., perform work at a
computer terminal for 6-8 hours a day, and function in an
environment with constant interruptions. Reasonable accommodation

must be currently authorized to work in the United States. Mobility
Status: As a Hybrid position, onsite presence is guided by team
collaboration needs, customer and front-line team member
interactions, and role responsibilities. People leaders will set
expectations for onsite presence; however, incumbents are generally
encouraged to work 8 to 12 days in office per month. Mobility
status is subject to change at any time based on business needs or
organizational decisions.
