Utility Compliance Manager

Summary Provides technical and regulatory compliance needs for utility departments; conducts market research and analysis for utility pricing; oversees development of utility rate tariffs for pubic utility operations and capital plans. This is an Exempt salaried position - beginning pay rate is $62,129 annually Essential Duties and Responsibilities include the following. Other duties may be assigned. * Manages the development of compliance plans, specifications, and standards for the electric, gas, sanitation, water distribution, wastewater collection, water treatment, and wastewater treatment departments; * Review monthly Power Cost Recovery Factor (PCRF) and Gas Cost Adjustment (GCA) pricing adjustments for electric and gas utilities to ensure proper pass-thru and recovery of fuel charges. * Utilize 3rd party pricing models and finance department forecasts in the development of utility rate tariffs that will sustain projected utility operating and capital plans. * Provides compliance oversight of pretreatment, cross connection control, and backflow prevention, and FOG (fats, oils, and greases) programs; * Provides oversight with director and superintendents to ensure compliance with NERC, TRE, ERCOT; * Assists gas department with compliance with Texas Railroad Commission standards and regulations; * Ensures compliance with TCEQ and EPA requirements for backflow prevention, pretreatment, water distribution, wastewater collection, water treatment, and wastewater treatment; * Conducts compliance audits and prepares status reports for each department; * Develop internal policies and procedures for utility operations to reduce exposure to legal liability for the City; * Assists with capital planning, budgeting, and tracking utility project expenditures; * Monitors regulatory changes; * Conducts research and analysis regarding utility rates pricing and industry standards; * Presents material and information to the City Manager, City Council, other officials and official boards when required; and * Represents the city at various public and private meetings and conferences related to utilities; Supervisory Responsibilities Supervises pretreatment personnel, including assigning and reviewing work, conducting performance reviews, and recommending and executing personnel actions such as hiring, transferring, promoting, disciplining, or dismissing employees. Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience Bachelor's degree in engineering, finance, business management, or a related field, plus five years municipal experience, at least two of which involved regulatory compliance; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Knowledge Of Federal, State, and local laws, regulations, and ordinances, pertaining to public utility departments; Utility system management principles, general management principles, budgeting principles practices, procedures, and safety codes; computers; and standard office practices and procedures. Skill/Ability To Perform job cost estimates and develop budgets; analyze data; operate computers; establish and maintain effective working relationships with co-workers and the general public; communicate effectively; perform basic and advanced mathematical calculations; and read and understand manuals, policies, and other documents. Certificates, Licenses, Registrations Valid Class C Texas driver's license. The employee must be able to see clearly, with or without vision correction, in close situations, at a distance, and peripherally, and be able to adjust focus.
